Evelyn was born September 9, 1927 in Westcliffe, CO to Martin and Frieda (Kitzman) Miller. She attended the Adobe School, a one room school through 8th grade, then a Lutheran Parochial school before graduating from Custer County High School. After graduation she moved to Colorado Springs where she worked for the Miller Music Company and then as a switchboard operator for Colorado Interstate Gas. While there she met her husband Robert Kelsey.

After her marriage Evelyn remained a homemaker, loving to cook and bake (especially breads) and to keep a spotless home. Of special joy to Evelyn and Bob was a one room school that they renovated into a cabin looking out at the beautiful Sangre De Cristo Range near Westcliffe.
